Overview

SUMMARY:

On behalf of the Navy construction program office, manage the mechanical acceptance testing process for a $2.7B, five-plus year military construction program in eastern North Carolina. Work as part of a team engineers to provide technical oversight for the design, installation, and acceptance of mechanical systems.

Responsibilities

MAIN DUTIES:

  • Review HVAC designs focusing on constructability of systems, ability to successfully perform DALT and TAB and system performance. Verify TAB requirements are incorporated in the construction documents per UFC and UFGS requirements. For PVT, design review should focus on ensuring the controls system is complete, functional, and meets the applicable UFC and UFGS requirements.
  • Witness mechanical system testing consisting of site inspection, testing, adjusting and balancing (TAB) verification, duct air leakage tests(DALT) and performance verification testing (PVT) for facility HVAC and other mechanical systems prior to construction completion. This includes verifying design, installation, and system balancing, optimizing and verifying digital controls, verifying equipment start and operation for air handlers, chillers, pumps, boilers, terminal equipment, energy recovery, renewable energy, and distribution systems. Systems and components are thoroughly evaluated to ensure that they are installed in accordance with design intent and provide desired levels of performance and energy efficiency.
  • Coordinate schedules and witnesses test activities with contractors, equipment vendors, commissioning authorities, FEAD and Public Works personnel and design engineers.
  • Verify installed systems meet project specifications and operate per sequence of operations.
  • Verify proper installation, operation and programming of Building Management Systems.
  • Validate complete system functionality including hardware, software and programming and resolve issues with others to ensure proper operation of the Building Management System.
  • Document and communicate deficiencies, and design and operation issues to appropriate organization. Serve as a mechanical technical advisor and act as troubleshooter for complex HVAC issues during and post construction and develop recommended solutions for resolving issues.

Qualifications

EDUCATION/KNOWLEDGE:

  • Possess a bachelor degree in mechanical engineering from a four-year institution recognized by the Accreditation Board for Engineering and Technology (ABET), and Possess a current mechanical engineering professional engineer (PE) license combined with 5 years' experience, is required.

or

  • Possess a current mechanical engineering professional engineer (PE) license combined with 10 years' minimum experience in mechanical engineering field, is required, preferable in the federal sector.
  • 10 years of experience in design of commercial HVAC systems including controls sequences, equipment, and piping.
  • 10 years of experience in startup, acceptance testing and performance field verification of commercial HVAC systems equipment and associated controls systems.

Advanced knowledge of complex mechanical engineering concepts, principles and practices required in order to investigate and provide assistance to field offices on the entire range of mechanical engineering construction activities for facilities construction. Knowledge in the use of test equipment and instrumentation are required for balance of air flow, water flow, pump and fan performance, heat exchange equipment performance and other HVAC system measurements is required. Knowledge of gas and fluid flow balancing techniques as associated with HVAC systems is required. Experience in using manometers, venturis, thermal imaging devices, air and water meters in balancing systems are required. In depth understanding of HVAC and industrial control system operation, sequencing techniques and system optimization is required. Advanced knowledge of design principles, government criteria and industry codes and standards is required.

SKILLS AND ABILITIES:

  • Ability to apply experiential judgment to solve a variety of mechanical equipment and system operation problems. Understanding of hardware design, system programming, controls installation and coordination, system and network commissioning and project closeout.
  • Understanding of typical installation hardware design and software programming using established standards.
  • Experience in the integration of low voltage building sub-systems using various industry protocols such as BACnet, N2 and Modbus and IT Networking.
  • Experience with diagnoses and repairs of complex control systems malfunctions requiring extensive knowledge of a variety of electronic or digital controls systems and ability to test and write modifications in multiple languages of systems software.
  • Experience and ability with programming, loading, device verification, and commissioning of all system controllers including Supervisory controllers, field controllers and network level devices.
  • Understanding of commissioning and system diagnostics from system-level controllers to end devices (i.e. sensors, transmitters, actuators, etc.).
  • Understanding of supervisory controller setup and configuration, programming, and database maintenance.
  • Understanding how to perform and how to explain system calibrations requiring basic electronic test equipment or analog test equipment.
  • Understanding of a complete HVAC system functionality and able to communicate with others to ensure proper operation.
  • Strong knowledge of technical aspects of construction contract quality control, quality assurance and commissioning practices.
  • Advanced knowledge of control, monitoring, recording, trending and analysis tools, processes, applications, software, and hardware requirements, as related to HVAC controls and system monitoring.
