Overview

OVERVIEW:

This is an opportunity for a rewarding and career-enhancing experience working on the tropical island of Guam, located between Hawaii and the Philippines in the western North Pacific Ocean.  Along with miles of pristine sandy beaches, coral reefs, beautiful mountains and valleys, Guam has 4,000 years of history ranging from the site of Magellan’s landing to Spanish Forts and WWII battle sites. This position will lead the on-site construction oversight team, providing Construction Management Agency (CMa) services for the construction of a large and complex headquarters project.  The CMa team will provide turnkey services to the client from the field as well as be supported by reach back resources as necessary.

 

EXPERIENCE QUALIFICATION: 

MBP is seeking adventurous leaders in the construction industry who are looking to gain overseas experience, growth opportunities, and work on significant and meaningful projects in support of our national security. For this position, we seek a candidate with 15 or more years of experience in construction/project management to support MBP’s growth and advancement in the Guam and Indo-Pacific region. The candidate should exhibit evidence of progressive career development and demonstrated expertise in construction management, project management, engineering design, or related fields, ideally including oversight of successful projects within the Federal sector.  

Responsibilities

MAIN DUTIES:

Provide owner representation for medium—to large construction projects ($100 - $500 million) from conception to completion. This position will be part of an on-site team supporting the work and overall responsibilities, including managing cost, schedule, and quality on behalf of the client/owner. Typical duties include:

  • Actively engage with the clients and project stakeholders to proactively manage risks and resolve issues.
  • Monitors and manages client project budgets.
  • Review and/or oversee the review of project schedules, submittals, RFIs, daily reports, payment applications, change proposals, and other typical construction activities. Ensure items are complete, reasonable, and addressed in a timely manner.
  • Oversee the implementation of a construction quality management process to verify that the work performed is in compliance with contract requirements. Record and track issues until resolution.
  • Participate and/or lead progress meetings with client and other senior stakeholder personnel.
  • Coordinate and oversee other third-party owner contractors.
  • Monitor and verify completion of closeout requirements, including owner training, operations and maintenance manuals, warranties, and stock materials.

ADDITIONAL DUTIES:

  • Participation in company initiatives.
  • Participate in professional association meetings.
  • Stay abreast of new trends and innovations.
  • Mentor and facilitate the imparting of technical knowledge to staff including the transfer of technical knowledge to those with less experience.
  • As necessary, assist in interviewing and recommendation of candidates to fill vacancies and build capabilities within the workforce

Qualifications

EDUCATION/KNOWLEDGE:

  • B.S. in industry-related field, advanced degree preferred. Relevant work experience or other education may be considered in lieu of a degree. 
  • Professional registration, other specific industry-related certification, or advanced specialized technical knowledge.
  • Detailed knowledge of construction, principles of construction management, commissioning, and/or project controls, with specialized knowledge in one or more of MBP’s services. Knowledge and demonstrated experience in project management techniques, including budgeting, leadership, training, and business development.
  • Past experience working on Federal projects preferred.

SKILLS AND ABILITIES:

Capable of managing a large, complex project from conception to completion. 

  • Ability to establish positive and productive working relationships with peer leaders, superiors, and subordinates.
  • Ability to develop and maintain effective working relationships with those contacted in the course of the work and effectively act as a representative of the Owner/Client.
  • Ability to analyze problems, identify alternative solutions, and consequences of proposed actions and implement recommendations in support of goals.
  • Skilled at preparing clear, concise, and accurate reports and presentations.
  • Skilled at crisis management and problem resolution.
  • Must have computer skills and be proficient in the use of Microsoft Office applications, email, Internet navigation, web-based tools and other specialized equipment.  
  • Experience in the use of industry project management software such as Microsoft Project, Primavera P6, SharePoint, etc. is preferred.
  • Ability to analyze and optimize internal and external processes.
  • Ability to understand and interpret engineering construction plans, specifications, contract documents, complex technical and legal documents, maps, and technical drawings and plans.
  • Able to stand and sit as needed on project work sites, climb ladders, and work outdoors in a wide range of weather conditions.
  • Ability to safely navigate construction work sites with uneven terrain.
  • Must be a US Citizen
  • Ability to obtain and maintain a secret clearance is required 

SUPERVISORY:

Ability to supervise large and/or multiple teams and independently perform analytical and management tasks.
