EXPERIENCE QUALIFICATION:

Evidence of progressive career development. Experience with vertical construction, preferably experience with the installation of building envelope and roof assemblies Or experience with civil work, preferably utilities and vehicle inspection facilities.
Experience in project risk management and facilitation is required in addition to a minimum ten years of experience in the design and construction industry and evidence of progressive career development as critical path method (CPM) scheduler, cost estimator, earned value analyst, risk analyst, construction manager, and/or project manager. Ability to work and collaborate with construction managers, contractors, owners, and designers.
EXPERIENCE QUALIFICATION:
Experienced in construction work activities, with demonstrated increasing responsibility, of the same or similar type as that of the project to which the Lead Engineer is assigned. Experience may be in the following sectors: federal, state, municipal, K-12 school, water/wastewater, higher education, laboratory facilities, transportation, ports or marina projects.

Be a part of this long term Multi-billion dollar construction program providing Construction Management Services (CMS) within the NAVFAC PACIFIC Area of Responsibility, primarily in the NAVFAC Marianas Region of Operation in support of the Guam Defense Policy Review Initiative (DPRI) Program. The creation of Marine Corps Base (MCB) Guam is the result of an agreement between the governments of Japan and the U.S. to move several elements of the III Marine Expeditionary Force (MEF) from Japan to Guam, as part of the DPRI Program. Some of the (DPRI) projects include: Site utilities (freshwater, wastewater, electricity); on-base and off-base road improvements; off-site infrastructure; Headquarters and administrative facilities; Base operations (headquarters, police, fire); Airfield operations (hangars, shops, fuel stations); Supply, maintenance, and other support facilities; Barracks for unaccompanied personnel; and Family housing for accompanied personnel.
EXPERIENCE QUALIFICATION:
The Construction Oversight Engineer (COE) will be assigned to participate in construction contract management team duties for individual construction projects:
Projects assigned will vary in type and magnitude including structures and related work such as office and shop buildings, airfield expansions, utility installation, wharf repairs, industrial facilities, and etc. Projects may be in the $5M to $400M range. The Contracting Officer Representative (COR) will typically be the lead of an assigned team generally consisting of a Government Contract Specialist, a Government Engineering Technician (ET) or Quality Assurance Engineering Technician (QAET) and either a COE or a Government Construction Manager. If the team has a Government Construction Manager, that person will typically be assigned as the COR. If the team has a COE, the COR duties will be assigned to either the Government ET or another Government CM/AROICC or be retained by the Contract Specialist.
The COE is to work with all ETs, QAETs and any other individual that is assigned similar duties as an ET, regardless of that individual’s title. A single team may be responsible for oversight of projects with a value in the range of $100M-$400M or more. Construction Management teams may be required to work on multiple projects, at different stages of design/construction at the same time. The assigned ET/QAET will be the primary person responsible for the on-site Quality Assurance (QA) and safety compliance with assistance from the COE or CM or similarly tasked contractor personnel.

Additional experience in one or more of the following desired: construction management, CPM scheduling, value engineering, risk management, constructibility review, claims analysis, and/or contract administration. Occasional overnight travel may be required.

MBP is looking for an Estimator/ Lead Estimator in the US, with significant experience providing cost estimating on vertical and/or horizontal construction projects. Proficient with construction industry cost management software package(s). Additional experience in one or more of the following desired: construction management, CPM scheduling, value engineering, risk management, constructability review, claims analysis, and/or contract administration. Department of Energy experience required, preferably at Los Alamos National Laboratories. Occasional overnight travel may be required.
MBP is looking for a Lead Scheduler/Senior Scheduler in the US east coast area with significant experience providing schedule development and/or review services on transportation, rail, and vertical construction projects. Highly proficient in Oracle P6 and experienced with one or more of the following: Microsoft Project, Phoenix Project Manager, or similar. Occasional overnight travel may be required.
